Najarian Associates was retained by Middlesex County to re-develop Joseph Medwick Park, which is located along the banks of the tidal Rahway River in Carteret and Woodbridge, Middlesex County, NJ. The park’s facilities were in disrepair, and Park soils were found to be contaminated.

Najarian Associates was retained by Middlesex County to re-develop Joseph Medwick Park, which is located along the banks of the tidal Rahway River in Carteret and Woodbridge. The Park’s facilities were in disrepair, and park soils were found to be contaminated. To address these concerns, Najarian provided an array of services including site remediation, environmental permitting, topographic survey, engineering design, and construction management.

Remedial Action Workplan

Najarian’s site investigations throughout the Park revealed the presence of several metals, PAHs, PCBs, and pesticides in soil at levels exceeding both the NJDEP Residential and Non-Residential Direct Contact Soil Remediation Standards. Accordingly, Najarian developed an NJDEP-approved Remedial Action Workplan (RAW) to:

  1. Remove contaminated soils in some areas.
  2. Cap other areas with paving or clean fill.
  3. Install institutional controls, such as fencing, in areas of the Park which are not subject to public use.

Planned Improvements

Additionally, Najarian prepared engineering design plans that incorporated the desired amenities while respecting the site constraints including property lines, utility easements, and environmental constraints. Such amenities included:

  • Synthetic, multi-use field and baseball fields
  • Two grass multi-use fields
  • Comfort station
  • Playground
  • Pedestrian paths
  • Observation platforms
  • Exercise stations
  • Parking facilities
  • Lighting

Final design plans included all required elements such as grading, utilities, stormwater management, and construction staging. The new park opened for use by residents in the spring of 2012.

Najarian obtained a myriad of permits, developed bid documents for the proposed improvements, and assisted Middlesex County in soliciting and reviewing contractor bids for the proposed project.
