As part of its long-term planning effort, the Two Bridges Sewerage Authority in Lincoln Park, NJ, determined that its discharge would eventually need to expand from 7.5 mgd to 10 mgd. As part of its long-term planning effort, the Two Bridges Sewerage Authority in Lincoln Park, NJ, determined that its discharge would eventually need to expand from 7.5 mgd to 10 mgd. Najarian Associates conducted the NJDEP-required model analysis of the discharge, which is located near the Wanaque South intake. The approved MIT-DNM model of the Pompton and Passaic Rivers was used to simulate a variety of treatment plant flow and effluent quality scenarios.

Based on this assessment, the Authority’s request for an expanded allocation was approved by NJDEP.

New Providence Borough Wastewater Treatment Facility

Town: New Providence

Based on its in-house model study, NJDEP required the Borough of New Providence, NJ to upgrade its treatment facility to tertiary treatment. As a cost-effective alternative, they proposed that the base discharge from the facility be diverted to an out-of-basin treatment plant and that the existing facility be maintained as a high-flow (only) discharge to the Passaic River at its current level of treatment.

Najarian Associates determined the feasibility of this approach by first analyzing the treatment plant’s current performance. Najarian used data to determine the frequency and magnitude of the expected (intermittent) discharge.

Next, the firm conducted a sampling program to establish the extent of impacts. Based on a mass balance approach only, Najarian found that there would be an improvement in water quality under low-flow conditions and no discernible impacts during high flow conditions.

Waiving its original requirement for modeling, NJDEP accepted this assessment and approved this overall approach.

Wanaque Valley Regional Sewerage Authority

Town: Wanaque

Due to the fact that the Wanaque River was considered a water quality limited stream, NJDEP required the Wanaque Valley Regional Sewerage Authority to provide additional treatment capacity for servicing new development in the Wanaque, NJ area.

Thus, Najarian Associates developed a monitoring and modeling program for the reach of river between Raymond Dam and the confluence with the Pequannock River to justify the increase in flows.
