How can you transform a
former fish oil processing facility that is located in a flood zone
into a beautiful waterfront community? This was the challenge faced
by the professionals at Najarian Associates in the design and
permitting of K. Hovnanian’s Dunes at Shoal Harbor -- a luxury
townhome development located on scenic Sandy Hook
Bay.
Embracing this challenge, the
Najarian team conducted an environmental investigation that
identified a few isolated areas of contamination. The team delineated these
areas and prepared a Preliminary Assessment/Site
Investigation/Remedial Action Work Plan (PA/SI/RAW). NJDEP’s
approval of that plan set the stage for the development of the
site.
The engineering design was
complicated by CAFRA’s visual setback requirement from the adjacent
beach dunes, and by the fill needed to raise the site above the
storm-surge flood elevation.
The team used this setback area to provide a water quality
stormwater basin, leaving other areas of the site free for
development.
With these issues resolved,
the team successfully secured all necessary permits, licenses and
approvals for the project,
including:

Permit;

NJDEP Waterfront Development
Permit;
·
U.S. Army Corps
Approvals;
·
NJDEP Freshwater Wetlands GP6 & Transition Area
Waiver;
·
NJDEP Sanitary Sewer Connection & Water Main
Extension Permits;
Middletown Township and Monmouth County Planning Board
Approval;
·
Freehold Soil Conservation District Approval;
Middletown Township Sewerage Authority Approval;
and
FEMA Flood-Zone
Approvals.
Presently, the project is
nearing the final construction phase, and sales, to date, have been
